Site Closeout

Closeout

The terminal phase of site cleanup is site closure (Figure 1). Site closeout implies that the Navy has completed active management and monitoring of the restoration site, and that no additional environmental restoration funds are expected to be expended at the site unless the need for additional remedial action is demonstrated. Under CERCLA, a site may typically be closed out after completing the Remedial Design and Remedial Action (RD/RA) as specified in the site Record of Decision (ROD). Under RCRA, closure follows completion of the Corrective Measures Implementation (CMI). In some cases, site closeout may occur prior to the ROD or CMI. The Environmental Site Closure Process refers to the steps in the cleanup process after a cleanup decision has been made and the remedial action is scheduled to begin. From this point forward, the steps required to complete and closeout the remedial actions are referred to as the Environmental Site Closeout Process. This process is shown generally in Figure 2. Detailed information on the closeout process can be found in the 1999 Environmental Site Closeout Process Guide. This guide was developed by a working group with representation from the Office of the Secretary of defense, the DOD Components, the EPA, state officials, and the Association of State and Terrestrial Solid Waste Management Officials Federal Facilities Base Closure Working.
