Lead Agency
The agency such as the EPA, USCG, other federal agencies, state agencies (or political subdivisions of a state) that provides the OSC/RPM who plans and implements response actions under the NCP (e.g., the agency that has the primary responsibility for coordinating a CERCLA response action).
Life Stage
Either a distinct morphological stage or general age/growth period of an organisms (e.g., for many insects life stages would include egg, larva, pupa, or adult life stages). Life stage may also be considered with habitat life stage (e.g., some insects are aquatic as larvae, but terrestrial/aerial as adults).
Long-term Monitoring
Long-term surveillance of a site conducted where clear-cut exit criteria are identified.
Lowest-Observable-Adverse-Effects-Level (LOAEL)
Lowest exposure level (e.g., concentration in the water or in the soil, ingested dose) shown to produce adverse effects (e.g., reduced growth, impaired reproduction, increased mortality) in a potential receptor species.
