As identified in CNO Policy, ERAs conducted for the Navy will follow a three-tiered process: Tier 1 Screening Risk Assessment (SRA); Tier 2 Baseline Ecological Risk Assessment (BERA); and Tier 3 Evaluation of Remedial Alternatives. While a variety of issues and activities apply to all three tiers of the process, each tier also includes a number of specific requirements (such as methods, documents, etc.) that are unique to each tier. The intent of this portion of the web site is to provide guidance for implementing the CNO Policy for conducting ERAs. This guidance includes information on a number of topics that Navy staff working in the IR Program must address when conducting ERAs at Navy sites. Specific topics addressed in this guidance include:

  • Scoping the Assessment: Discusses the importance of early project planning, problem scoping and assessment team building, and presents guidance for developing and reviewing a Statement of Work.


  • Conducting the Tier 1 SRA: Describes the Tier 1 SRA process and provides guidance for its conduct.


  • Conducting the Tier 2 BERA: Describes the Tier 2 BERA process and provides guidance for its conduct.


  • Conducting the Tier 3 Evaluation of Remedial Alternatives: Describes the Tier 3 remedy evaluation process, including the CERCLA remedy evaluation criteria, and provides guidance for conducting the Tier 3 evaluation.

Throughout these portions of the web site, sources of assistance (such as web links, points-of-contact, tools, etc) are identified to aid in your understanding, implementation, and conduct of ERAs.
