Alternatives included in the Depleted UF6 Conversion Facility EISs.
Proposed Action
The proposed action evaluated in each EIS is to construct and operate a conversion facility at each site for conversion of the DOE DUF6 inventory. The time period considered is a construction period of approximately 2 years, an operational period of 25 years at Paducah and 18 years at Portsmouth, and the decontamination and decommissioning (D&D) of the facility of about 3 years.
The EISs assess the potential environmental impacts from the following proposed activities:
- Construction, operation, maintenance, and D&D of the proposed DUF6 conversion facility at each site;
- Transportation of uranium conversion products and waste materials to a disposal facility;
- Transportation and sale of the HF conversion co-product; and,
- Neutralization of HF to CaF2 and its sale or disposal in the event that the HF co-product is not sold.
In addition, the EISs include an evaluation of the shipment of all UF6 cylinders at ETTP to the Portsmouth conversions facility (proposed) and the Paducah conversion facility (considered as an option).
Alternatives
The proposed alternatives considered in each EIS focus primarily on where the conversion facilities will be sited at the respective sites. Three alternative locations are considered at both the Paducah and Portsmouth sites.
No Action Alternative
No Action Alternative. Under the "no action" alternative, cylinder management activities (handling, inspection, monitoring, and maintenance) would continue the "status quo" at the three current storage sites indefinitely, consistent with the DUF6 Cylinder Project Management Plan and the consent orders, which include actions needed to meet safety and environmental requirements.
Transportation Options and Alternatives for Conversion Products
Where applicable under the alternatives listed above, transportation options, such as truck and rail, are considered for shipping DUF6 cylinders to a conversion facility and conversion products to a user or disposal facility.
